Biography
Jennifer Nelson is a Certified Rate of Return Analyst with over fifteen years of experience advising clients across the oil, natural gas, electric, and renewable energy sectors. She specializes in economic and financial analysis, cost of capital, and regulatory strategy, bringing deep expertise in utility ratemaking and complex policy matters.
Jennifer has served as an expert witness in more than twenty U.S. jurisdictions, testifying on capital structure, cost of capital, alternative ratemaking proposals, and broader regulatory policy issues. Her robust background in statistical analysis and economic modeling enables Jennifer to provide policy insights that help clients navigate increasingly complex regulatory environments.
Earlier in her career, Jennifer served as a staff economist at the Massachusetts Department of Public Utilities and as a petroleum economist for the State of Alaska, where she led the state’s biannual oil and natural gas revenue forecast and oversaw production forecasting efforts.
Jennifer earned a B.S. in Business Economics from Bentley University, graduating magna cum laude, and an M.S. in Resource and Applied Economics from the University of Alaska. She holds the CRRA designation from the Society of Utility and Regulatory Financial Analysts.
